Mr. Kang Jian
Chairman and Executive Director
Mr. Kang Jian was appointed as an executive Director, the chairman of the Board, the chairman of the Executive Committee and the chairman of the Nomination Committee of the Company in April 2026.
Mr. Kang has over 30 years of experience in finance, investment, management and human resources. Prior to joining in the Group, Mr. Kang served as the director and general manager of Shandong High Speed Sichuan Industrial Development Co., Ltd.* （山东高速四川产业发展有限公司）, a non-executive director of Weihai Bank Co., Ltd, a non-executive director of Qilu Expressway Company Limited（齐鲁高速公路股份有限公司）, the deputy general manager of Shandong Hi-speed Company Limited（山东高速股份有限公司）, and held various senior management positions in Ping An Bank Co., Ltd. Jinan Branch* （平安银行股份有限公司济南分行）, Industrial Bank Co., Ltd. Jinan Branch* (兴业银行股份有限公司济南分行) and Industrial Bank Co., Ltd. Tai’an Branch* (兴业银行股份有限公司泰安分行). Mr., Kang is an economist and obtained a bachelor’s degree from Shandong University of Finance and Economics.
Mr. Zhu Jianbiao
Vice Chairman, Executive Director and CEO
Mr. Zhu Jianbiao was appointed as a Non-Executive Director, Vice Chairman of the Board, Chairman of the Strategic Development Committee, and member of the Executive Committee in July 2021, and was reassigned as an Executive Director on May 6, 2022. He was appointed as Chief Executive Officer on June 28, 2023.
Mr. Zhu graduated from Jiangxi University of Finance and Economics with a Bachelor of Economics degree and holds a Master’s and Doctoral degree in Finance from Jinan University. Mr. Zhu has over twenty years of experience in private equity investment, secondary market investment, and financial management, having previously served as Chief Operating Officer of CITIC Private Equity Fund Management Co., Ltd., and Executive Vice President of Changsheng Fund Management Co., Ltd. Mr. Zhu also previously served as a lecturer in the Department of Investment and Finance at Guangdong University of Finance and Economics.
Mr. Liu Zhijie
Executive Director and Chief Financial Officer
Mr. Liu Zhijie was appointed as an Executive Director and a member of the Executive Committee and Remuneration Committee in May 2019. He has served as the Company’s Chief Financial Officer since October 2016 and also serves as a director of several of the Company’s subsidiaries.
Prior to this role, Mr. Liu Zhijie served as General Manager of the Planning and Finance Department of China Shandong International Economic and Technical Cooperation Corporation and a director of Shandong Foreign Economic (Hong Kong) Co., Ltd. He has extensive experience in auditing, taxation, and financial management in accounting firms and large state-owned enterprises, and has also been responsible for managing several overseas companies. He possesses rich experience in financial control, investment and financing, and overseas business. Mr. Liu Zhijie holds a Bachelor’s degree from Shandong University of Finance and Economics. He is a Senior Accountant and has been selected as a high-end accounting talent.
Ms. Liao Jianrong
Executive Director
Ms. Liao Jianrong was appointed as an Executive Director and member of the Executive Committee in May 2022.
Ms. Liao has previously worked in several companies and entities, including the Policy Research Office of the Yongzhou Municipal Committee and Changsha Bank Co., Ltd. She previously served as an Executive Director of Future World Holdings Limited. From May 2019 to May 2020, she served as an Executive Director of the Company.
Mr. Liu Yao
Executive Director and Vice President
Mr. Liu Yao was appointed as an Executive Director, a member of the Executive Committee, and an authorized representative of the Company in May 2019. He has served as Vice President of the Company since December 2017, and also holds positions as a responsible person, director, and director of several licensed entities within the Group and several other subsidiaries. Mr. Liu was further appointed as a member of the Strategic Development Committee in July 2021.
Mr. Liu Yao holds multiple professional qualifications in securities and asset management in both Mainland China and Hong Kong, and possesses extensive experience in industrial investment and the securities industry. He holds a Master’s degree in Finance from Shandong University of Finance and Economics and is a Certified Financial Risk Manager (FRM) in the United States and a Certified Real Estate Appraiser in China. Mr. Liu Yao previously worked in the Urban Operations Division, Investment and Development Department, and Investment and Development Department (Property Management Department) of Shandong Expressway Co., Ltd., a subsidiary of Shandong Expressway Group. He also had temporary assignments in the investment banking department of Everbright Securities Co., Ltd., and in a fund management company under Everbright Capital Investment Co., Ltd.
Mr. Cui Tie
Deputy General Manager
Mr. Cui Tie was appointed as the Company’s Vice General Manager and a member of the Executive Committee in April 2025.
Mr. Cui graduated with a Bachelor of Laws degree from Shandong University of Economics in 2004 and obtained a Master of Business Administration degree from Southwest University in 2014. Mr. Cui has extensive experience in international business and corporate management. Prior to joining the Company, he held several senior management positions, including Deputy Director (Deputy Head) of the International Business Department (Foreign Affairs Office) of Shandong Expressway Group Co., Ltd., External Director of Shandong Expressway Road & Bridge International Engineering Co., Ltd., External Director of Shandong Expressway Engineering Construction Group Co., Ltd., External Director of Shandong Expressway Nile Investment Development Co., Ltd., and General Manager of the Asia-Pacific Business Division of China Shandong International Economic & Technical Cooperation Co., Ltd.
Mr. Yang Qi

Mr. Yang Qi joined Shandong Hi-Speed Holding Group in May 2020, serving as CEO of China Shandong Hi-Speed Capital (Hong Kong) Co., Ltd., Vice Chairman of Shandong Hi-Speed (Shenzhen) Equity Investment Fund Management Co., Ltd., and Head of the Group’s Industrial Investment Division. He was appointed Assistant CEO of Shandong Hi-Speed Holding Group in September 2022.
Mr. Yu Qin
Assistant CEO
Mr. Yu Qin has served as Assistant Chief Executive Officer of the Group since June 2023 and as Director of the Finance Department of the Group since January 2019. Prior to joining the Group, Mr. Yu worked for a group company under the Group’s controlling shareholder, Shandong Expressway Group Co., Ltd., from July 2009 to October 2018. During this period, he was appointed as a Financial Planning Specialist at its subsidiary, China Shandong International Economic and Technical Cooperation Co., Ltd., in July 2009. He was subsequently promoted to Finance Manager (Overseas Regional Headquarters) in January 2012, Assistant Finance Department Manager in April 2016, and Deputy General Manager of the Finance Department in October 2017. Mr. Yu obtained a Bachelor of Accounting degree from Shandong University in July 2009 and a Master of Accounting degree from the Chinese University of Hong Kong in November 2020. He has been a Certified Public Accountant registered with the Chinese Institute of Certified Public Accountants since April 2015 and a registered member of the Institute of Management Accountants (IMA) since September 2017. Mr. Yu was selected as a high-end accounting talent in Shandong Province and holds the Certified Financial Risk Manager qualification.
